Well spotted Richard I saw the staining and thought it had been dribbling a bit but you are right its broken.It's a sliding gate valve and is leaking because the piece that contains the seal and holds it in position is broken.

If you take out the four screws you should be able to take it all apart and possibly repair it,but it may be easier just to replace it due to it's age. Something like this.

As long as it's not leaking out of the broken valve housing which looks like a distinct possibility.Do have to have that arrangement?
Simply fit a plastic tap on the end of the drain pipe that easily reached
Blank off all that gate valve assembly.

You can buy large plastic tap's on eBay. What size is the waste pipe?Thank you for all the reply's, will try and take it apart hopefully this week sometime. Will post some photos and any repairs / Mods i end up doing,
