V5c - basis of legal requirement and its international status

Sorry if this is a 'Geeky' question.

I have been trawling to find out the legislation that requires a V5c to be issued.

I can find legislation concerning tax rates based on the information contained in a V5c but not on why it exists in the first place.

When I can find that I further want to pursue what its standing is in international law, since it specifically states that it is not proof of ownership.

This may be a Q for SpeedyDux or gus-lopez or maybe anyone who has worked in this field.

Is it not just a piece of paper that proves that it is a vehicle registered against a registration number and base vehicle data.

A bit like the old tax disc.

And an insurance certificate.

Is there nkot a similar document in Poland.
 
It identifies the registered keeper so that Old Bill knows where to send parking fines😊
 
The V5 needs to contain the information of who is the registered keeper (not the owner) as this is where any legal communication will be sent if required, it also shows who is responsible for the vehicle to comply with the road traffic act when used on a public highway. Shows that the vehicle is registered with the DVLA and carries the correct authorised number plate.
