The problem seems to be .
1. Workers have a grievance and complaint to the government
2. The government say "NO" and the workers are unhappy
3. The workers set huge illegal fires with polluting tyres the gendarmes stand by and do nothing.
4. The government buckle, give in, and the workers return to work
5. Lesson learnt if workers have a complaint start at one if not resolved at 4 return to 1
