I believe the law is much the same in Europe as in UK, pets must be restrained so that they cannot interfere with the driver and in the case of an accident.
As it happens our Westie refuses to travel unless he's in his cage.......

One of our cats goes in a crate. The other panics to the point he caused a claw to bleed while trying to escape. So now he sleeps on my wife's lap while wearing a harness that's clipped to her seatbelt. Probably not great for him if the airbag goes off, but he is secure.
