Forget about the Ham and Cheese police.
I wonder how many motorhomers are aware of this issue when travelling to, or through France?

Just a thought.

I went thru tunnel and back in September with scooter on rack with no problems. You might as well include push bikes as means of transport and be regarded as goods in transit.

Indeed, I remember making the same comment when this topic first came up 18 months, or so, ago. Virtually anything that you carry with you could be described as ‘goods’.

I have taken a 250cc Scooter on the rear of our MH all round France & Spain without any issues but I would not trust France to suddenly change rules on a whim especially for the English.

do people not think that the various police forces have enough to do already, without needing to pick fights with tourists?

It's a national passtime for the French, very little seems to concern the Spanish, they actually welcome tourists.
In my experience Campsites & Toll's in France cost far more than those in Spain who welcome all but if you don't read French, speak French or eat French then that's just tough.

Reading it again it sounds like the Rockers at the n.m.c are just after a bit of a ruckus.

It's aimed at the 'commercial' transportation of such vehicles, including push-bikes, there was a case a while back of a chap who transported bicycles for his biking holiday business who hadn't done the necessary paperwork before going so got slammed with a big bill, it was mentioned on the forum at the time. If it's your own vehicle and for your own sole use then these rules don't apply.
