There is a new Government Bill called Haulage Permits and Trailer Registration Bill 2018.

This is an extract from the Explanatory Note:

Part 2: Trailer Registration
Policy Background

42 The UK’s proposed ratification of the 1968 Vienna Convention on Road Traffic (“the 1968 Convention”) will ensure that, after exit day, UK drivers will continue to be able to drive in all EU countries. A consequence of ratification is that unregistered trailers could be turned away at the borders of other countries who have ratified the 1968 Convention. Therefore, for operational reasons, a trailer registration scheme needs to be implemented.

43 The Bill, therefore, also enables the Secretary of State to introduce a trailer registration scheme. The powers under the Bill will enable: the registration of trailers (including issuing documents and administering the scheme – e.g. changing keepers); registration marks (more commonly known as registration numbers) to be assigned and reassigned; fees to be charged for providing these services; and rules to be introduced regarding the carrying of registration documents and the formatting and placement of registration plates. Offences (summary only) may also be created by regulations.

Clause 12: Trailer registration

44 Clause 12 enables the Secretary of State, through regulations, to institute and maintain a register of trailers. These regulations may provide for mandatory or voluntary registration and additional provisions that may be required or relevant to operating the register (under subsection (2)). In particular, regulations may be made in relation to the form and contents of the register, the registration process and the transfer, surrender or destruction of registration documents. Further relevant provisions may also be made. This clause defines a trailer as anything on wheels which is intended or adapted to be pulled by a motor vehicle.

It looks like this compulsory registration scheme will apply to all trailers, caravans, and fifth wheels. It is going to be implemented before Brexit takes effect.

Wonder if it will be retrospective ?
Presumably DVLA will be the registering authority and if it isn't retrospective the whole system will crash under the enormous weigh of registration requests.

many many years! since I was a kid
well i currently own 3 trailers but only 1 has a serial number and weight plate

I imagine they will be readily acceptable as they will already be registered with all the paperwork too
be funny if an A frame set up became the first fully legal trailer:rofl::rofl::rofl:


The car is registered as a vehicle not a trailer.

It would be funnier if the A frame set up required separate registration. The reactions on here would be epic :LOL:

It would have to be as under the convention anything stopped at any border or by the roadside without the paperwork would be dealt with as illegal.
Already registered?

No would have to have it's own numberplate as a 'trailer' same as here. A car isn't.
+ once over 750 kgs probably need road tax & its own separate insurance.

I think this is a good idea. Along with a testing regime like the MOT.
The number of dangerous trailers on the road is scary...
What makes you laugh is that the UK & Ireland did everything possible to get out of the EU scheme for trailer/caravan regulation & testing along with side stepping many parts of the anti-tuning directive , only now to have to introduce a somewhat harsher scheme just to leave the EU.:rofl::rofl:

How can you license trailers without doing the same for caravans and trailer tents. Looks like a bit of a minefield.

The definition of Trailer in the Bill is wide enough to include caravans and trailer tents. Imagine the reaction when the tuggers realise this applies to them too. :Eeek:

The detail will be in the eventual Regulations. These tend to be nodded through Parliament because MPs have better things to do :whistle2: than scrutinise draft Regulations word by word.

HGV trailers are already registered they all have a number some were
A123456 (early ) Later ones are C123456 layout . On some you will see as a number plate on the side of the chassis or on headboard.
Others just have it welded or a metal tag affixed to chassis. In UK we display the towing vehicle reg number on the rear of trailer , this is a good system as it shows same number both ends so if vehicle needs identifying for say a police stop you can ID vehicle from approach . You can also id vehicle as witness on approach and departure. So it would only mean that trailers below 3.5tonne would need registering .

I forgot to mention that horse drawn trailers and caravans etc. will be exempt. Romanies will be OK.

Whist subcontracted to the original Compass Caravans in the early nineties trailer registration was imminent. It hasn't happened yet and doubt if it will. Nendless to say it will be rolled out as yet another DVLA money making exercise.

There are a couple of paragraphs in the proposed legislation that may indicate that it aimed more at the HGV world...

"The UK’s overall aim in the negotiations with the EU is to maintain and develop the existing liberalised access for commercial haulage, as part of the wider future partnership."

"Under the convention’s terms, access to foreign roads is only guaranteed for registered motor vehicles and trailers. The bill will therefore enable the UK to introduce and enforce an international trailer registration system. Mandatory registration will apply primarily to commercial trailers travelling internationally."

I'm under the impression that 'private' trailers under a certain weight do not require separate registration in some countries. Having traveled in a few countries of Europe I notice taht most small trailers have the same number as the tow car whilst larger ones have an individual number. Our European readers will doubtless correct me on that.

I think that this refers to artic and rigid lorry trailers which have to have a yearly MOT and have a registration identification number but not as yet a proper registration number unlike the spanish and french ones which all carry a number plate.. The amount of bureaucracy need for every little trailer to h be registered along with caravans would be immense.. I have never seen a foreign caravan carrying a seperate number plate.

Its already added to the trailer , they cant be tested at mot without that number displayed (and securely affixed) , all it would need is to say that it would have to be displayed at rear which some already do They are also insured to cover 3rd party liability (and some are also covered comprehensively ) :)

The form to apply for the ministry number at original registration eg C123456 is a VTG2L

I think it will probably apply to them too. When you think about it they only need to introduce it for people who use the trailer outside the UK but that could be too much like common sense.
