i thought children had to be restrained or not travel? If there were no seatbelts fitted then it was not an offence...the law says that if there are seat belts fitted they must be worn but if they were not fitted then no offence has been committed. Thus the situation arose because of the lack of tax nothing to do with the seating.

Yep, and the Head Injury Unit at Birmingham did a roaring trade. I believe it's closed now as a specialist unit because of lack of customers since 1983.Indeed, for much of my time driving there were no seat belts. For anybody.

It depends on the year of manufactuer, I'm not sure of the exact year but around 2005 before that if no seat belts are fitted in the rear passengers can travel in the back. Later vehicles they are not allowed to.If there were no seatbelts fitted then it was not an offence...the law says that if there are seat belts fitted they must be worn but if they were not fitted then no offence has been committed. I think common sense states all passengers should be belted..It depends on the year of manufactuer, I'm not sure of the exact year but around 2005 before that if no seat belts are fitted in the rear passengers can travel in the back. Later vehicles they are not allowed to.
