Thule bike racks

2 Questions really I have fitted a low slung motorcycle rack to the back of our Kontiki Motorhome which has worked out great! Unfortunately it’s impeding the bike rack above which could do with lifting about 4 inches so I could get my push bike on.
so question 1 is are the carrier rails fitted on the van during manufacture and how are the fixed.
I can see mending up with exposed fixing holes which doesn’t seem a great idea.
Any other suggestions appreciated.

On our swift/ Bessacarr the mounting points were fitted within the wall for the dealer to add a rack later. We had to have a lifting rack in the end, as a fixed one would have been too high to lift the bikes onto, so I guess there was no room for manoeuvre?
