Thinking of having a small car and towing with an Aframe, what are the rules in the EU and particularly in Spain

Thinking of buying a small car to tow behind our motorhome. Can you use an AFrame to tow
in Spain

We have a Fiat Abarth that we have on an A Frame, but would only use it in the U.K. I believe the consensus of opinions is that A Frames are not legal in many European countries including Spain and the best way to take a car with you Motorhome is to tow on a small trailer. We’ll thats my interpretation p, but happy to be corrected by others.

In Spain, even the recovery companies have to recover on a flatbed.
Even they aren't permitted to tow a motor vehicle.
In most, if not all, EU countries it's illegal to tow a motor vehicle with wheels on tarmac.
In the UK it's neither legal nor illegal ......yet.
