I have a friend who is planning to go to Spain then France in January. He wants to take his dog with him. What does he require for travelling both out and home.

It is so well documented all he needs to do is google it or ask his vet.
Or click search button.

The dog needs a rabies jab and an identity chip inserted in his neck
Then no more than 10 days before he travels he needs an Animal Health Certificate -AHC- from his vet which will cost him from £150-300
There is a lot of info on here and on line to scroll through

If he is from N.I. he can still use a pet passport that was issued in N.I. No need for an AHC. If the passport was issued pre Brexit, he will need to get it updated by the vet.

Go to a vet in the Republic and get an EU passport its the cheapest and easy option, loads of recommendations on here and no AHC messing about. Or use his NI pet passport if he has one

Ask your friend to have a read when they have a good hour or so. 😆
As NI is still part of the EU pet travel scheme, they may get an EU pet passport which will be much cheaper than our AHC👍🏻

If the dog has a NI passport, that will cover it under the protocol. It will only need a rabies jab along with the microchip, as already stated.
We recently holidayed on the island and after NI went over to Inishowen and got a new European passport at the vet in Cardonagh. She was telling me that she does 2 or 3 a day.
A new passport and a rabies update - €100.
