Taking a dinghy to Spain via Santander

I am planning to enter a European dinghy sailing event at L'Escala in Spain in September and will be towing my boat with a rented camper van.
I have heard some horror stories of people arriving with a dinghy at Santander post Brexit and then being told by customs that the paperwork is not suitable (despite following the instructions of the RYA - Travelling abroad towing a boat (for non-commercial purposes) and they must pay a cash "fine".
Has anyone experienced these issues recently while towing a caravan or trailer?
