Hi I was looking at a post on FB and a guy was away to change out one of his hab batteries and asked if he removed the fuse from his solar panels to his controller would he still need to cover his panels and he was told yes he still needed to cover them. Is this correct.

Not really necessary.

No it’s not necessary to cover them after you removed the fuse from solar to controller. You would only cover them if no fuse is present, but, you could still disconnect a wire from solar to controller.
