Smelling a burning cigarette from a moving vehicle is highly unlikely, unless of course you are blessed with the scent glands of a german shepherd dog, and the concentration of poisons would be far less than the toxins emitted from the exhaust of the vehicle that was passing.I gave you an example of how non smokers can smell smokers regardless of the circumstances.
