Replace regulator if all burners affected.

its almost certainly to much gas as if its turned down to min i get a nice blue flame

Sounds more like not enough air in the mixture. Take the flame spreaders off and give everything a good clean, it only takes a tiny bit of crud to affect the mixture.
I know you said you checked the lower chamber but you need to check all around the flame spreader and give it a really good clean.

If other appliances are burning OK grill/oven etc., it won't be the regulator.

It may be (unintuitively!) a partially blocked jet that increases gas velocity, entrains too much air, and causes a high white flame. Take off the upper part of the burner exposing the jet and try clearing it with a non-metallic probe. Otherwise known as a bristle off a brush.
