Few of my friends have received this as well looks convincing until they ask for payment

I'm not sure it is convincing at all. Capitalisation errors. Writing tone of a 8 year old trying to sound official, rather than an actual public communication. Wrong logo etc. That's before you get onto the obvious factual errors.

That's because you were expecting it to be a scam. Someone a bit less internet savvy could be drawn in.
