You're right of course, ideally you need something that's both fluorescent so it shows up in daylight, and reflective for night-time.
3M Fluoro Yellow Green (4083) Diamond Grade Class 1 Reflective Tape is meant to do both. (other fluoro-reflective tapes are available... )
