Don't know about gaslow but industrial cylinders are tested every 5 years, pressure and visual tests. I believe Calor are also tested this way. There is a european pressure test directive for all pressure vessels to be tested periodically. I would have thought that Gaslow cylinders would only need retest and the 14 year figure seems overlong. I would carefully check the cylinders for a set of stamped numbers and letters indicating the last test or the original pressure test.
Googled it and these guys specialise inlow pressure gas cylinders -:

8 years ish
Tea Bag,
You more or less have it.

gpz,
The norm is 10 years between inspections for propane cylinders.
(That's inspection by an authorised body.)
The gas company will have to pay for the inspection, hence the charge involved.
Some cylinders may be authorised for 15 years, so the gas man has it spot on.
Whether 10 or 15 years will depend upon the manufacture date and authorisation.

There are slightly different rules for composite cylinders, but I would agree with Chaser and Tambo.
Don't worry about it for 6 years or so.

Just professional curiosity:
Could you check with Gaslow to see if the cylinders are of composite materials, and can you check the cylinder to see if it has a mark "P15Y" on it?
Cheers
