It's worth spending some time reading up on Cornish history, it's very different to English history until the late middle ages and even then it only comes into line with England after about 1700.

Cornwall is a Dutchy, like Luxembourg, Lichtenstein etc. It has Prince Charles as Head of State
It is also part of the Celtic Fringe like Scotland, Ireland, Wales and Brittany, so culturally is not 'English'.

The Cornish refer to people outside the Dutchy as 'Foreigners', and they mean it.
Most would be quite happy with a customs post on the bridges over the Tamar which almost cuts off Cornwall from England.
One may joke about places such as Yorkshire ceding from England, however the Cornish actually have a valid point and whilst I don't see anything happening anytime soon, it could do one day.
