Rain onto engine

Water is leaking onto engine when it rains. Vehicle is a 2013 Peugeot Boxer. I know there is a small drain hole on the left hand side of the vehicle and a larger one on the right hand side. Neither of these are blocked. It almost looks like it is possibly coming from the seal round the windscreen. My brother-in-law has the same vehicle with the same problem. Any ideas or suggestions anyone?

I've yet to strip and seal my scuttle but having seen other peoples methods I believe this is a quite ingenious and cheap alternative. More pictures when I do the whole job
