Thousands of travellers continue to test positive on return to UK, as test providers say they are overwhelmed ahead of international travel restarting.

I suspect that the advice from sage would not include the resumption of leisure foreign travel. Theres always been the same problem with people still incubating testing negative it's probably just showing up more due to hotel quarantine for some and repeat testing.
