It’s extremely unlikely that the EU would consider such a one off special arrangement for any individual country, but even less so for us.

You simply need to apply for a CPD Carnet, Here it’s important NOT to confuse this with an ATA Carnet (temporary exportation of goods) you can get an annual Carnet to allow multiple trips, if your going to leave the EU and visit another country (I.e. Morocco) you MUST use transit vouchers. Be very aware of this or at the point you leave the EU to go to Morocco your going to have an issue and that issue will become very expensive.

I suspect that just like the EU borders with Switzerland (we‘ve all worked out you can negate the border controls without too much effort) things will ease up over time, but just now the UK has ruffled some feathers and there’s some officials who are just being awkward.

Why blame officials for applying the rules? As you said, things may ease over time but until they do officials have to follow procedures just like any other employees, anywhere.
