Les Gendarmes have been pulling UK cars over for decades where the bikes are attached using those cheap bike Halfords racks that strap onto the back of a hatchback.
Which is the reason that type of bike rack is unavailable outside the UK

That said, the Tunisian does appear to have had rather more bikes loaded that was required by occupants of the van.
