Over exposed correction?

We went to Cardiff and our guide at the stadium took our pic, the problem was the backgroud is well over exposed..

Any suggestions as to how I can fix the balance?

I used Camera RAW (despite it not being a RAW file). It still lets you turn up the Shadows and turn down the Highlights independently. No masking required.

Black & White is useful in these instances.. it hides a multitude of sins when you have recovered a lost image.
