As all motorhomers should be working together, this needs some replies please.

East Lothian council has begun a consultation on new Land Management Rules to address the influx of campers and motorhomes in 2020. They plan to severely restrict overnight parking and parking on certain roads ( I suspect near to the beaches etc). A new motorhome park is being planned in Barns Ness (Dunbar) but this will not be enough for the whole of East Lothian. Basically motorhomes will be only able to park on this site overnight. Most already have height barriers, so parking during the day is not possible for the most popular ones anyway. I have submitted a reply with suggestions to enhance facilities at Yellowcraig beach, link below if anyone else wishes to submit a reply.

had a look and at a loss to know what to say..
they are going to restrict the use of places where motorhomes can park up that is a given.. they are doing the same in northumberland because the sheer volume of motorhomes pleasing themselves is unsustainable..so if you want to visit the area you use a site or an area they designate that you can overnight in...
I don't know the area well enough to make any suggestions of areas that may be suitable

We have read this consultation document and sent our views. Thank you for bringing it to our attention Irnbru. Such a shame that a small minority who act in such an irresponsible manner can spoil things for us all.

Councils are doing this all over the place.....even if it’s not an area in which you reside or visit it’s worth submitting your thoughts or suggestions to improve things rather than allowing a blanket ban of parking in certain areas.....if you don’t contribute you can’t moan when areas for motorhomes are lost!

For what it's worth, here is my response:

· The distinction between camping and residing in a motorhome.


o Is this clear? Yes, it is clear in the document but 'residing' implies 'living permanently', not spending the night in a vehicle.


o Do you agree that these ways of visiting and enjoying the outdoors need to be managed differently? No. There is a countryside code which is well publicised and should be observed by all who visit or enjoy the outdoors.


o Do you have any further comments on this topic?





· Support of responsible “wild camping”


o Is this the only form of camping that should be supported in Countryside sites, Parks and Greenspace? No. Responsible overnighting should be supported whether under canvas or in a vehicle.

· The General Rules Applicable to All Areas identify some behaviours that need to be regulated because of disruption to the enjoyment of others.


o Are there other behaviours that you feel should be included? No, they seem entirely reasonable.

· The General Rules Applicable to All Areas makes mention of dog free areas.


o Do you support the principle of dog free areas? No, as long as owners are responsible and clean up after their dog.

o Do you have any further comments on this topic? Owners who do not clear up (and remove/dispose of) their pet's fouling should be made to pay a penalty if caught.

o Do you have any further comments on this topic? Where a vehicle is not causing an obstruction and is not parked irresponsibly and the occupants are not in breach of the regulated behaviours above, there should be no reason to object to its presence for a limited period.

Some vehicles, for example, most 'campervans', are entirely unsuited to overnighting away from facilities, as they are not completely self-contained, leaving the occupants little choice but to pollute the local environment with their waste.

Motorhomes, on the other hand, are not strictly defined in law. Nevertheless, they are widely accepted to be dedicated vehicles which are completely self-contained, having fixed facilities on board for sleeping, cooking and washing, with provision for storing fresh water, (grey) waste water, black water (sewage) and rubbish.

Motorhomes permit responsible overnighting away from the permanent built environment, allowing for no sign of them having done so. Officially-certified, fully-self-contained motorhomes could be given approval by the authority to overnight for limited periods (as per the wild camping arrangement above) of perhaps two nights maximum in the same location, provided that the vehicle is parked so as not to cause an obstruction and provided that the occupants do not infringe the accepted behaviours above. Authorisation for such overnighting could be given upon application and proof of status by owners of qualifying vehicles, with official permits being issued by the authority and displayed on qualifying vehicles.

This would: encourage responsible overnighting and enjoyment of the open spaces; permit control and enforcement by authorised rangers; prevent irresponsible and unauthorised overnighting in unsuitable vehicles; help to conserve and protect the natural beauty of the area.

Lines of ugly white boxes, some of which may be blocking residents views, others may be causing traffic congestion, lack of parking for visitors and locals in their cars who may well contribute more to local economies. Then there is the contentious issues of a minority who exhibit signs of camping behaviour in inappropriate locations, unacceptable disposal of waste.
There are probably more, but these restrictions are not just a U.K. issue, Portugal has just about outlawed any form of wild/ free camping, even restricting daytime parking. Some areas of Spain are also clamping down on the same and even France has started off loading some of their fabulous open aires to a private company ( Camping car parks) who install barriers and charge accordingly.
IMO there are just too many motorhomes chasing the free camping dream all over Western Europe, we need to think very carefully about where we park and how we behave or our opportunities will continue to reduce.

Why are the council doing this does anyone know?
I live in North Berwick, East Lothian, near the seafront. The east end of town near the Glen Golf Club is a popular spot for motorhomes parking overnight and features on some of the websites used to find such spots. The local facebook page North Berwick News and Views recently featured a link to this story and the majority view was very much against motorhomes, with some honourable exceptions. Last year there were reports of between 2 and 3 hundred wild campers (tented) in the nearby woods at Tyningham and the mess left behind was said to be atrocious. (I have no first hand knowledge). The council are conflating two separate issues and responding to localy expressed concerns, some of which are legitimate and others which seem fuelled by a little green god sitting on the shoulders of those who like to complain. The obvious answer to the motorhome complaint is for the council to provide aires in suitable locations, of which there are many, with proper facilities and not at the extortionate prices charged by the local commercial caravan site. The site itself is extremely close to where most motorhomes park up for free and this invites adverse comment from those uninitiated in the joys of motorhoming.
