I agree, looks like a very poorly maintained vehicle.
I have never had an MOT failure on any of the vehicles I maintain.
To fail the MOT test, the defect has to be 'below' the minimum standard.
I would never let any safety critical component get anywhere near the minimum standard, never mind below it.
 
I expect someone will buy it.
