Yes we also had a self contained certificate.
Lots of the van/car conversations were on DOC sites which had drop toilets.
Are for s*it, we noticed loads in Spain around wildcamp/ beach areas.
 

Interesting article, the comments made on this article are for me even more interesting.
The big issue here is the sharp practice of some of the hire companies. The (excellent) self contained legislation says that unless you are so many metres from a long drop (toilet) you have to have a toilet on board. Some of the hire companies rent "campers" with a toilet in a sealed bag, if the customer undoes the bag then it costs them a significant extra sum.
 
I think in general I agree with the government's plan.
Of course it may curtail actual , wild , ie. toilet less DIY campers.
This is generally a good think arguably.
This was my first experience a few years ago of motorhoming. We had a large self contained Maui camper.
There were a lot of Juicy campers (other hires are available) too small to have a loo?
This legislation could kill them off.
Is that where the comment 🖕 about 'bags' is related to?

Yes, we spoke to a few of them, converted Toyota previas and similar. The year we were there saw lots of German kids in people carriers, some eye watering fines when the rangers got them!
