Motorhome suspension with trailer

Situation is I have a moho on which I have rear air suspension and I tow a new trailer with a Citroen c1on it. First time out in it I pumped the suspension up to two bar. When travelling it feels as if there is something intermittently tugging behind rather than a constant pull which is what I expected. Is this the trailer brakes needing adjustment ie there coming on and off repeatedly or is the suspension too soft and it’s wallowing. Any ideas please gratefully received
 
A picture of the trailer would be helpful BUT, has the the trailer got a sprung drawbar that moves in and out and applies the brakes, if so, it working correctly ( although the spring might be weak or trailer over/poorly loaded) or it might be fitted with the type of brake that comes on when the wheel rolls backward (these last type are rarer)

PS. I think the Citroen C1 is a type of small car?
