I would have thought ordinary traffic patrols better for seatbelt and mobile use monitoring. These big drones cannot have great battery life and would have to be positioned low to view through the windscreen. A drone coming down in front of a vehicle likely to cause a distraction.

The article says they can operate from 120m with their HD cameras to achieve their goals. Knowing the Spanish they won’t be having them come down to interfere or cause problems for the drivers
