MIRO or MAM for insurance?

Please forgive my ignorance!
I am trying to get a quote for insurance for an Class in ROI.
When asked by insurance company what is the weight of my vehicle should I state the Mass in Running Order or the max permissible weight?
It seems to be a big issue here in even getting a quote, with 7 tons being a cut-off point for many companies.

Max permissable weight.
No point in mass in running order,, you may want to add more weight at a later date which will take it over the stated weight, probably negating your insurance .
