We've just bought a Huawei E5577 for £62 on Amazon, unlocked and have paired it with a Smarty SIM for £16 pm, unlimited everything (should be £20) where you can pause whenever you're not using it
Not tested as yet but a friend bought one and was really pleased with it

We use these in our minibuses at work (I found 12v adapters which is what the adapters come with provide - 1amp I think). They do routes round rural and have 5-10 people using them and no-one has complained yet. In use since September.
