Wasn't the M6 closed for hours the other day for a suspicious package?
Seems like they don't have to explode anything, just leave a dubious box in order to cause chaos & inconvenience.

I remember an IRA bomb scare in the vicinity of Spaghetti Junction, Birmingham - traffic chaos for hours all around north Birmingham. Certainly a way to cause disruption to the general public

I was at the Southampton v Manchester United game yesterday and there was an incredibly high police presence. This included armed officers positioned around the ground. The M3 is the main route down to Southampton from the north and we wondered if these 2 events were linked.
