Can you look in the phone and maybe call either an ICE number if there's one, or maybe no that has lots of calls logged?

Many moons ago, when I worked in pubs and clubs, if we found a mobile we would go through the contacts and look for one listed "Home" or "Mum" don't think I ever found one that didn't have one of those. Phone the number and tell them you have found the phone :D

Just a thought, if it is a iPhone, you can bypass the lock. Push and hold the home key, when Siri asks how he can help, say "phone home" or "phone mum" it will dial out regardless of the fact it is locked! :D
