It is the Policia locale. They are a cross between traffic wardens, lollipop ladies & are the Mayor's tea boy . Ignore them & call them the guardia civil to sort the non existent problem. They aren't residents & the UK licence is perfectly valid.

Looks like a dead cat story to me, a local misunderstanding which could be quickly sorted.
