While I am sure there is a lot of truth in the article you quote I am also aware of the hydraulics being fitted to more and more PVC's and smaller vans.In an article from 2012

Hydraulic levelling = Very fast levelling from driving seat before even switching off engine and no need to get out in the rain you can sit and watch the tuggers getting soaked adjusting their steddies while you rise to a superior level.
We have the HPC system fitted by AS Airsuspension in Warrington and can be controlled from the on board panel or by mobile app on phone.

That's about right for cost Sue but I think the HPC system is a little lighter in weight and I believe is good for vehicles up to about 7t.For a 3.5t van, approx £4780 and 50 kg in weight.

Not sure how the weight of the system differs for vehicle weight but the N+B options list shows the weight extra for install as 100kg, but that is for my 7.4t rated Flair.For a 3.5t van, approx £4780 and 50 kg in weight.
I don't know which ones you refer to that can't be fitted to but I bet Mick at SAP would have a good try.also depends which van you have they can't fit them to all vans
