Obviously we've had rather a lot of rain recently but, in some areas of the country over the last couple of years "next time it rains" could be some time away 
I would expect that it is almost impossible to stop the likes of scenting/marking and submissive reflex actions but isn't that somewhat different from the full emptying of the bladder as described in the OP of the thread referred to? However, wouldn't one expect everyone, as far as possible, to prevent potential problems, be they caused by leaking waste pipe or leaking dog?
