Hi again!

got some old water-leakage staining on ceiling (I know it's been sealed and corrected) - and am happy to put the effort in to restore the decor as I've got patience and eye for detail (as will be fulltiming, and stains will irritate hell out of me, never mind the OH): question(s) is/are -
- is it safe/practical to paint-over (apart from stains, all in excellent condition),
- if so what paint is best (must it have primer mixed in?),
- any brand suggestions?

Found hardly any info on this sort of thing on the web, so can the oracles out there offer any advice?
Thanks again in advance and have a good day!
