As Burgo says you could use Windows 10 inbuilt backup and restore functionality however I've always used Macrium Reflect Free. Just rebuilt a Windows 7 and Linux Mint desktop and used it last week to take a "pristine" copy of the Windows installation.

No. You can clone the Windows 10 installation on your current laptop but this is linked to the hardware of the laptop so can't be installed on a different machine. You can, however, make a clone, install a new hard disc in the laptop and restore to that.
