Not at all uncommon, unfortunately. Some years back, we actually watched two kids place sharp objects in a similar fashion under a car wheels in a Pub Car Park. The "parents" where sat drinking and where watching them do it!. Despite the fact that had damage occurred THEY could have been liable for charges of facilitating criminal damage. I removed said objects and told the car owner when they appeared, by which time the perpetrators, having seen me remove them, had collected their little thugs and departed!.

Both incidents a sad reflection of today’s society

We had an episode a few years ago where numerous cars in the neighbourhood had there tyres slashed, it was alleged that a small local tyre shop had paid someone to do it, to encourage business, it stopped after a little while, possibly due to local justice being applied.
 
It makes me feel anger and frustration but in order not to become bitter, as I well might, I question their meanness in not leaving a screwdriver. I must assume they had a typical British moment of generosity and they wished you to share in their windfall of screws.
