Hi
I have a control panel in my van that doesn't appear to accurately state battery voltages.
An example of this is the engine battery on the panel reads 12.2v
When testing at the battery reads 12.69v.
Habitation battery on panel 13v
Bluetooth victron 13.66v
Is this normal or does it indicate i need a new panel.

I'd ask on the Hymer Owners Group on Facebook.
Someone will have the exact same setup as you

On my Hymer I take the Victron reading as the accurate one, my panel description is far less accurate

With that type of panel the LED's are only a guide I wouldn't take much notice of it but it is more of an error than I would expect. If it's under warranty let the dealer sort it.

The panel is an indicator and should not be read as an absolute, also any voltmeter used professionally should be checked and re-callibrated annually. Harsh, frustrating but true

I think the first part of your comment is true its an indicator not a meter
