The bus on my right is travelling in the opposite direction so overtaking the Horse should not be a problem And has they pay no Tax and Insurance should be in a field.

Tax disc and being on the highway is irelevant. Your tax disc is a tax on your vehicle it does not pay for the highway. Roads are paid for by the local council using general taxes. So horse riders, cyclists, old ladies stood at the bus stop, all pay towards the road. Just thought I would be a bore and mention that.
