HELP Cooker Problem

Have a country Capri mark three cooker with three gas rings and one electric
Away last week on a new site put the electric hob on and fuses blew thought it might be site amps (6) but on another site and same thing blows fuse in van and on hook up
Seems like wires got hot and fused together and oven got to come out is this easy to do or is their another explanation for fuse blowing (made sure it's not overloaded)
 
If it's the hotplate I would have thought you would be able to get the top of the cooker off without taking the whole unit out, if you can you would be able to see the wires and do a simple continuity test on the hotplate.
 
depends on the layout and the hotplate some will have screws from the top but a lot of electric plates require access from below so if there above a drawer easy if above an oven more difficult pictures would help advise
