Under the revised proposals they have now included a discount for motorhomes (> 3.5t) to take them from £60 per DAY (HGV charge) to £10 per day, but only if you've owned it for 12 months! (and registered in Greater Manchester)

  • Previously there was no discount.
  • Private cars are completely exempt, and van bodies < 3.5t are exempt until dec 2022.
  • All Euro 6 vehicles are exempt.
  • Nearly all of the fees are levied on vehciles making money.
What do you all think?


Personally I think there should be an exemption for PLG and HGVs registered as Motorcaravans with DVLA, this can't be hard to do with ANPR cameras. They are not driven regularly and will hardly contribute at all to no2 and other emissions.

Otherwise, every time you need to:
  • take your vehicle for an MOT or service
  • move it from storage to your house for packing or repairs
  • Go on a day trip
  • Leave for a longer holiday
it will be £60/£10 per day.

There is also an issue with the , it is at odds with section 4.4 Table 5 of the proposal. When chosing motorhomes, the checker says likely not needed to pay, the table says £60/£10 per day.

This will lead to people thinking the scheme is more sensible than it is, and possibly not raising objections if they just used the checker.

Hopefully this can be rectified quickly so not to mislead people, I've emailed my local counsellor anyway.

I encourage all Manchester residents to make your thoughts known about this (either way) via that consultation link at the top.
 
Like all UK schemes it is purely about raising money, rather than reducing emissions .
If it was about reducing emissions then it would be like all other countries where you "opt in" by having to register ; unlike the UK where they consider you are all "included" by virtue of apnr & require foreign vehicles to register.
This was the basis of my complaint to the EU on the grounds that it discriminated against all other vejicles + was extremely vague in informing foreigners that registration was required. which is now struck out due to brexit.
Even if they want the scheme to run "as is" it should require registration for all.
Scamming is really what it is.
 
Not sure I follow, how would a system that you have to opt in to reduce emissions?

People wouldnt opt in to having to pay a charge if they didn't have to.
 
It's a bind for someone who has their m/h in storage and needs to bring it home to prepare it for a trip when they live in a charge zone. Thankfully mine's in my village driveway and I have no desire or need to go anywhere near a city (although hypocritically I rely largely upon cities to produce the wealth that funds my pensions ;) ).

Where is the boundary to the clean air zone M60 ?

no exemptions for anyone in london were 200 yards inside the ulez as of october next year it will cost us 12,50 each day we drive in or out
 
If it really was about emissions and conjestion they should INCLUDE all private cars rather than exclude them.
There will be far more cars in the zone than vans, buses and trucks combined.
 
Interestingly, motorhome( motor caravans) don't appear in either list.

Manchester-wide Clean Air Zone. Vans, buses, coaches, taxis, private hire vehicles, minibuses and heavy goods vehicles that do not meet certain emissions standards will have to pay a daily charge to drive in the Zone. Private cars, motorbikes and mopeds are not included.

Could be because older vans do not have the CO2 emmision level on the V5 logbook.

Our 2007 Euro5 MH comes up as no charge which would be great if it stays that way

TBH I'd heard about it but its the first i've read about the scheme. I'm surprised how big the area is, I thought it would be more Manchester centre, some areas are just countryside and moorland.
 
Like all the schemes the idea is to force people to by cleaner vehicles.
In practice it is a penalty on poorer people who can't afford to upgrade their vehicles.

Much more sensible would be a scheme based on mileage in the zone, not hard to do with GPS tracking or even ANPR cameras would give a fair idea.

Have you all looked at the official government site and most cities state its free to travel in, seeing they are going to use ANPR this is what you should probably use
