If there are no regulations then to what standard does a 'qualified gas engineer' work when performing the gas safety checks during a habitation service? And exactly what qualifications is he/she required to hold?

The qualifications required are: ACS elements for firstly, LPG including the leisure accommodation vehicles section, along with the additional elements for any appliance being worked on, or tested.

And while the gas safety regulations may not apply the motor home should comply with the British standard in force at the time of conversion. If you look at the side of the door to the habitation it should have a badge stating which standard it was built to.
