french air quality certificate (1 Viewer)

I want to order a french air quality certificate and have filled in the forms and scanned a copy of my v5 but the file is too big and the web page wont accept anything over 400 kb, my file is 650kb, how can i resize a pdf form please to enable me to upload the form they require?

Easy way if you are not into picture resizing. Take a photo with your phone so image only fills about a quarter of the screen then crop it.

Thanks all, i rescanned it into picture format and resized it that way and have finally managed to upload it so just have to wait for the document now.
