I was very lucky to have a free range childhood hopefully I'll be the same when I get to adulthood

I have looked at the picture and I still have no idea what it means, and why I should be warned that there are slow free range children! Educate them better so that they are a bit sharper??

A bit like the sign in Scotland that read "Red squirrels drive slowly" well teach them to drive faster then!
