European data roaming

Giffgaff used to allow 20gb for use in Europe. They have just announced that this is going down to 5gb.
So, is there a data only SIM card that I can put in something like an avtex aerial and router that has about 100 gb of roll over data. I would buy one in eu if have to.

Remember that you don't need a data only sim, all dims will work in data devices.
I use a phone sim in the ipad.
