As far as I know you cannot apply yet as it is not in force until later in the year.

Anyone applied for an ETIAS yet ?

I signed up for updates, have never received a single one but saw this morning that is has been delayed until 2024 which is the same year the UK have committed to requiring EU (other than Irish) citizens to sign up for if they decide to visit the UK, will be interesting to see if either meet the latest promise dates.
