It's clearly not a 'Pedelec'
Perhaps it's some kind of scooter or child's bike (different rules).
Why the interest?
That was my concern but would like to be sure.I would imagine, as the rules were brought in by the EU, they are illegal.

Twist n go and scooters are illegal.....but you can legally hire scooters in most cities
She has tried a normal electric bike and just can't seem to balance properly. This one is much lower and she doesn't upset her balance by pedalling.Sorry for your wife Baycott but it's illeagal in the UK. Has she tried a normal electric bike?
