I see that there are more bikes available with an optional off road power capability of 45 kmh, but does anyone know if there are bikes with a switch option to drop to 25kmh for road use when required?

I think you answered your own question.

If a bike has an OPTIONAL 45kph ability it must have a standard road speed option.
Worded it too lightly.... apologies, so manufacturers will have the same model available with EITHER 25 or 45 kmh, not switchable as far as I can see.

After speaking to the chap who own the e-bike shop near me he is able to deristrict new bikes by removing the speed pick up sensor on the bikes rear brace.
Would think it is possible to install a small switch in line make this work?
