Sounds sensible to me, most people who work from home tend to work harder.Alot of staff are working from home at the dvla, my brother in law works there and hasnt been in for 18 months
Why?Surely it would be more sensible to get them in to the office and work ??

I offer no excuses why the DVLa has issues, the underlying criticism around people lazing around if working from home is not a valid one. It is a view of those who have not worked from home or are jealous they never had the opportunity to do so or some imagined world of ‘scoungers’. The reality off working from home is far different and complex than than those who have never done so.That’s why DVLA are so up to date ?
You sure about that? You mean no one at the DVLA can work from home? I have no idea if they can or they cannot. I do know that working from home is not a Holliday it’s work.Because they can’t work from home!

I worked from home for years and found the opposite applies. The office interactions do have an element of distraction but far outweighed by the physical teamwork effect. See above. It might apply to you but certainly not to people I’ve worked with. A good team “huddle” (metaphorically speaking) can resolve a lot of potential issues and prevent misunderstandings.I offer no excuses why the DVLa has issues, the underlying criticism around people lazing around if working from home is not a valid one. The huddle can also be in dispersed across the country or indeed across the world tech companies have follow the sun R&D and maintenance teams and it all works really well, it really is an outdated notion you have to be in the same room.Simple serpents

everyone is different but a large part of the DVLA issue is the Union playing the Covid safety card at every opportunity and frequently calling strike action for the same reasons. The productivity targets may be the same when WFH but they were never met anyway made worse by the very real data disconnect with the office as per the report in the OP
